Regulation 5.14: The licensee shall ensure that no person shall be left alone with children without approval from the Division which shall be based on the results of the background check to include fingerprinting.
“During the visit Staff A was observed working alone in a seperate break out room with Child A. Staff A works alone daily with Child A in the room when the child first arrives, the child then transitions into the main room. Staff A does not have fingerprint results in her BFIS account. A fingerprint authorization certificate was sent on 09/29/2020. Corrective Action: Effective immediately ensure that staff who do not have completed fingerprint documentation in their BFIS account are not alone with children. Email this licensor describing a system that will be put in place that supports communication between off site supervisory union staff that process new hire paperwork and the site director. A conversation with the program's director indicated that she was unaware of staff A's fingerprint status and assumed staff A's fingerprints were complete as she had not been told otherwise. This assumption was based on the director's belief that she and staff A received their fingerprint authorization certificates around the same time and the director knew hers were complete. The BFIS account confirms they were hired less than a month a part.”
