    • Supervision and ratios

Regulation 6.2.4.1: The FCCP and/or staff may need to step away from the children to meet basic care needs throughout the day. This shall be time limited; and the FCCP and/or staff shall be able to hear all children of pre-kindergarten age and younger at all times; and shall be able to physically respond immediately.

“I arrived at the FCCH at 10:50 am and saw Renee standing in her driveway, about 20 feet from the closed front door, with her two dogs. When asked if she had children in care, she stated yes they are inside. When we entered the home there was a 1.5 year old asleep in the kitchen area and two 1.5 year olds a 3 year old and 4 year old alone in the gated play room. When Renee was in her driveway there was no way she could have heard the children or quickly responded if there was an emergency. Renee currently has a variance in place to allow her to care for three children under the age of 2 years old as part of her six under school age in care.State statute limits the number of children under 2 in the total group when only one provider is present because children under 2 years old require more support and supervision. I observed toys in the room that require supervision as they pose a choking hazard for children under the age of 3. Renee stated she was just quickly taking the dogs out to go to the bathroom, however the manner in which it was done did not allow Renee to hear or be able to respond quickly to the children left alone inside. This is a serious violation. Corrective Action: You may not leave the children unattended in order to take the dogs outside to go to the bathroom if you are doing it in a way where you can not hear and respond quickly to the children in care. It is understandable that you may need to meet the needs of your dogs during the day however you must do so in a way that allows you to maintain compliance with this regulation. Please submit a plan that describes how you will ensure you are not leaving the children unsupervised to meet your dogs needs during the day. Provide a copy of this site visit report to all parents/guardians of children who have children enrolled. Email me the contact emails or phone numbers for those parent/guardians.”

Regulation 2.3.7.3.3: The prospective FCCP shall ensure that persons residing in the home, who will be paid to assist with the care and education of children or who will be left alone with children shall also submit to fingerprinting at a location designated by the Division after having received the Fingerprinting Authorization Certificate by the Division.

“Household member Jeffery Durochia who resides at the home was sent two requests to submit fingerprints per requirements of this regulation. The requests were sent on 10/02/2019 and 04/02/2021, provider confirmed that fingerprints have not been completed for Jeffrey. Corrective Action: Schedule an appointment for Jeffery's fingerprints. Email this licensor with the date that fingerprints will be completed. Ensure that individuals on the program's associated parties list submit to fingerprinting when the Child Development Division sends a request.”
