“Based on staff interviews, review of video footage and documentation, staff of the center failed to ensure behavioral guidance was constructive in nature, age and stage appropriate, and intended to redirect children to appropriate behavior and resolve conflicts. Evidence: On March 7, 2024, Staff #2 snatched a foam block from Child #1, three years old, and threw it over the playground fence. Child #1 retrieved another foam block, which Staff #1 attempted to take away. Child #1, holding onto the block, laid on the ground as Staff #1 wrestled the block from Child #1?s hand. Staff #1 looked at Staff #2 and loudly stated ?he needs his ass beat? and threw the block over the fence.”
