Regulation 5.10.4.5.6: Exterior stairs, walks, ramps, and porches shall be cleared of ice and snow or other environmental hazards that may block exits.
“The stairs that exit the building at the back of the building and is used by children and staff to enter the playground, was covered with snow. There are seven concrete stairs and during the visits I observed children sitting on their bottoms so they could scoot down each step. As I walked down the stairs they were slippery. The snow covered slippery stairs would slow down an emergency evacuation and creates a fall hazard. Corrective Action: Please ensure walkways and exterior stairs are cleared of snow and ice and sand or salt is applied if the surface is slippery. The director stated that a contractor clears the snow, please ensure that the program is checking exits to ensure they have cleared the snow. The program is responsible for clearing exits and if the contractor is unable to clear them in a timely manner the program must find someone on site that can. Please email this licensor and confirm that a plan for ensuring the snow is cleared from exit stairs is in place.”
