    • Staff training and qualifications

Regulation 7.1.2.2: Staff who are counted in the staff/child ratios and auxiliary staff left alone with children and/or counted in staff/child ratio as specified in the rule 6.2.1.8 of these regulations shall obtain training in pediatric first aid and in infant and child CPR within three (3) months of beginning work in the CBCCPP and remain currently certified.

“A review of staff files and staff BFIS credential accounts, reflected that Staff B had not completed approved infant and child CPR and pediatric first aid certifications and E had not renewed their certifications prior to their expiry. Staff B and E hold positions which lend themselves to being counted in ratio and left alone with children. Staff B has been employed by the program since January of 2022. Staff E has been employed by the program since April of 2019. Corrective Action: Immediately plan to have Staff B and E complete approved infant and child CPR and pediatric first aid certifications and submit the documentation of completion with cover sheets to Northern Lights at CCV.and ensure that they are not counted in ratio or left alone with children until they have done so. Develop a system which prompts you and/or staff to complete infant and child CPR and pediatric first aid certifications within 3 months of hire and to renew those certifications prior to their date of expiry in an ongoing manner moving forward.”

    • Staff training and qualifications

Regulation 3.3.5: The licensee, staff, and auxiliary staff shall be trained in prevention, identification and mandatory reporting of child abuse and neglect.

“A review of staff files and staff BFIS credential accounts reflected that Staff B, C and D had not completed the required mandated reporter training, Protecting Vermont's Children: Reporting Abuse and Neglect. Staff B, C and D hold positions that lend themselves to working closely with children and/or being counted in ratio and being left alone with children. The director stated that staff B has not actively worked with the program for more than one year. The requirement for this training began in September of 2016 and has been widely messaged since that time. While public school systems provide some staff training on Mandated Reporting, this is the only training that has been accepted to meet this rule since 2016. Corrective Action: Immediately plan to have staff B, C and D complete the required Mandated Reporter training and submit the documentation of completion with cover sheets to Northern Lights at CCV in a timely manner and prior to being left alone with children. Develop a system which will ensure that each new staff and auxiliary staff member complete the required Mandated Reporter training within 30 days of hire and prior to working alone with children moving forward.”

Regulation 3.4.7.3: Within six (6) months of the initial date of employment, staff working with children and the program director shall maintain an up- to-date BFIS Quality and Credential Account. Documentation, verification of qualifications and all annual professional development activities as specified in the rules in sections 7.3 and 7.4 of these regulations shall be submitted to NLCDC to be verified and maintained in BFIS.

“After a review of BFIS Quality and Credential accounts, it was determined that nine (9) substitutes employed longer than six (6) months did not have up to date BFIS Quality and Credential accounts as required and were missing qualification information, required trainings, and/or annual professional development documentation. Corrective Action: By 2/21/2020, review substitute files and BFIS Quality and Credential accounts and submit any missing docuementation to Northern Lights at CCV.
