Regulation 7.2.2: The FCCP shall submit a Records Check Authorization form to the Division for any new individuals, sixteen (16) years of age or older, residing in the FCCH or present more than five (5) times in 365 days during the FCCH's hours of operation as required in the rule 2.3.7.2 of these regulations.
“It was reported to the Division that an individual, AB has been residing at the home and present while the program has been in operation. Upon reviewing the associated parties list which accounts for all household members and anyone regularly present, it was noted the AB was not listed. When Dominique was asked about AB's presence at the program, they confirmed that AB stays there some nights and has been present during hours of program operation. Dominique was informed that the Division is aware that AB is prohibited from being at the home based on rule 7.2.7, information known to the Division. Corrective Action: AB is prohibited to be at the residence based on the information known to the Division. A record check must be submitted to the Division for a formal prohibited person's letter to be generated for your records. Failure to comply with this corrective action may result in further licensing action. Status: Appeal Period.”
Regulation 3.3.7.3: Within six (6) months of initial date of employment, the FCCP and all staff shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications, and all annual professional development activities as specified in the rules sections 7.3 and 7.4 of these regulations shall be submitted to NLCDC to be verified and maintained in BFIS.
“Two (2) staff members who have been employed at the program for more than six (6) months do not have complete and or up to date BFIS quality and credential accounts. Documents that are missing include CPR/First Aid, professional development, and Protecting Vermont's Children training certificates. The missing documents were verified during the site visit; this violation was cited because these trainings were completed but not submitted to BFIS. Corrective Action: Submit the missing documents to Northern Lights at CCV so that they can be uploaded to BFIS and send the licensor confirmation of submission by 7/24/2026.”

“On August 22nd and 23rd, the provider operated under option two (2) where she is allowed to have twelve (12) children with a helper. The provider did not count her own four (4) children under school age in the twelve (12) children allowed as required in this rule.
