Regulation 5.28: The Licensee is required to maintain an accurate record of Staff schedules and assignments for all Staff including substitutes.

“Staff A was asked to provide staff schedules to include which groups of children those staff were assigned to. Staff A stated that staff did not have a system to reflect their actual arrival and departure times or which groups of children they worked with, or any deviations from the planned schedule. Corrective Action: Develop a system that accounts for staff arrival, break times, and departure. Ensure this system tracks each staff person's whereabouts within the program throughout the day.”

Regulation 18.77: Within six months of the initial date of employment, Staff working with children and the Site Director and/or Program Administrator shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications and all annual professional development activities as specified in the rules in Section 5 of these regulations shall be submitted to NLCDC to be verified and maintained in BFIS.

“Upon review of staff quality and credential accounts within BFIS, accounts were found to be incomplete. Eleven (11) staff were missing verification of qualifications, seventeen (17) staff were missing verification of Orientation training, eleven (11) staff were missing verification of Mandated Reporter training, ten (10) staff were missing verification of the annual professional development hours, and all required staff were missing verification of current CPR/1st Aid certification. Corrective Action: Submit documentation of staff qualifications and professional development to Northern Lights. Develop a system to ensure all future documentation for new or existing staff is submitted to Northern Lights as required.”
