Regulation 6.2.4: Supervision of Children The FCCP and/or staff shall ensure visual supervision of children except as allowed in rules 6.2.4.1 - 6.2.4.4 of these regulations.
“When asking Staff x about her supervision practices of children to ensure that she can immediately intervene if needed, Staff X stated that she sits at the dining room table and supervises the children that are across the hall in the playroom. It is not possible to see fully into the playroom from this location. When this information was discussed with the provider, the provider acknowledged that you can't see the children and went on to say that she also addressed this same concern with Staff X in the past, when the provider has observed Staff X sitting at the dining room table when she was supposed to be watching children in the other room. Corrective Action: Effective immediately, establish and maintain a practice that ensures that staff understand the importance of visual supervision of the children, and the need to immediately intervene if necessary. Submit a program improvement plan to the Division outlining how this information will be conveyed and staff will utilize.”

Regulation 6.1.2.1: Children shall be provided opportunities for moderate to vigorous play and gross motor activity outdoors on the premises or within a safe walking distance of the FCCH for at least sixty (60) minutes each day. For programs that operate less than four (4) hours per day, the FCCP shall ensure that children are provided at least thirty (30) minutes of outside physical activity each day.
“The provider admitted that the children had not been outside this winter. She understands that they need to be provided with outdoor opportunities for at least 60 minutes each day. Corrective Action: Immediately ensure children are provided daily outside activities. By 3/22/2019 submit a program improvement plan describing how you will ensure outdoor gross motor activities for at least 60 minutes a day will occur.”

Regulation 3.3.3: The FCCP shall establish a system for taking attendance, including documentation of the time when each child arrives and departs each day he/she attends the FCCH. The FCCP shall save all daily attendance records identifying the hours of children's attendance for at least twelve (12) months from the date that care is provided.
“One child was in attendance at the time of this visit. Upon review of the attendance sheet dated February 9th 7 children had been signed in in the morning. The substitute, [name], confirmed that the other 6 children had not been in care at all on this day. When asked why these 6 children had been signed in she said it was Connie's habit to sign all children in in the morning before they arrive. In a follow up conversation on 2/15/2018, Connie stated that her practice has been to write down the names of children she expects to attend each day and the time she expects them to arrive, then she usually crosses off names if children do not come in. Corrective Action: Effective immediately, each child's arrival and departure time shall be recorded. Submit a program improvement plan outlining the system to be used to ensure arrival and departure times are recorded accurately. Include in this plan the method for taking attendance and the steps to ensure attendance is maintained throughout the program day. Status: Appeal Period.”
