Regulation 5.12: The licensee shall ensure that all new staff prior to working with children in the Afterschool Child Care Program; and any new individual designated as the representative of the licensee shall submit a Records Check Authorization form to the Division and shall submit to fingerprinting at a location designated by the Division after having received the Fingerprinting Authorization Certificate by the Division.
“Staff persons A & B have start employment dates of 07/01/2024. It was confirmed during this visit that each person was present regularly during the summer 2024 camp. The program was notified on 07/16/2024 for Staff person A and on 07/23/2024 for Staff person B that fingerprint processing was required. Staff person C is listed as a substitute for the program since 06/21/2024 and has not completed the fingerprint process. As of 03/07/2025, the fingerprint clearance is not completed for Staff persons A, B or C and they are still listed upon the associated parties for the licensed program. Corrective Action: Develop a system to ensure that school year and summer only staff complete the record check and fingerprinting process as required. In this plan, include who within the organization will be responsible for ensuring new hires complete the two step process, who will be responsible for noitoring the BFIS email notifications or updates, and how and when it will be determined that persons are to be removed from the associated parties list. Update the status of Staff person A, B and C to either complete the fingerprint clearance process or remove these individuals from the associated parties list for the program. As reviewed during the visit, the identified individuals and any to be added persons who have not completed the fingerprinting process may not be left alone with chidlren until the fingerprint approval notification from the Child Development Division. Submit this plan to Licensing Field Specialist Crawford for approval by 04/10/2025.”

Regulation 18.77: Within six months of the initial date of employment, Staff working with children and the Site Director and/or Program Administrator shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications and all annual professional development activities as specified in the rules in Section 5 of these regulations shall be submitted to NLCDC to be verified and maintained in BFIS.
“A review of staff BFIS quality and credential accounts and staff files reflects that several program employed more than six (6) months including summer returning staff and substitutes have not submitted documentation with cover sheets to Northern Lights at CCV in a manner which ensures their accounts remain up-to-date with the required documentation. The missing staff documents included professional development trainings, verification of qualifications and current CPR and first aid certifications. These documents were provided during the on site visit. Corrective Action: Develop a system to ensure required documentation is submitted to Northern Lights in a timely manner. In this plan, identify who will be responsible for submissions and who will monitor staff quality and credential accounts to verify documentation has been uploaded.”
