She then moved him while still holding his hands about 5 feet from the playset. Child started walking back to the rail. The staff member hurried and went to sit under the railing so he could not swing on it. As he approached the rail the staff member pushed him out of the way with her leg so he couldn't swing. Please submit a correction plan to the Office of Child Care.”
