      OCCL Standards Complaint (Substantiated)

“On October 8, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding incorrect ratios, lack of supervision, failing to use appropriate behavior management supports, and not having sufficient staff to monitor entrance to the facility. An investigation began on October 14, 2025, and concluded on October 27, 2025. Based on documentation and video footage reviewed, this complaint is substantiated for incorrect ratios and failing to use appropriate behavior management supports. Attendance documentation showed five instances over four days where classrooms were not following proper staff-to-child ratios. Video footage showed staff not intervening in an altercation between two children for 40 seconds. Based on staff interviews and observations, there is no evidence to substantiate this complaint for lack of supervision or not having sufficient staff to monitor entrance to the facility. Staff are qualified and supervise the classrooms and there is sufficient staff to monitor entrance to the facility.”
