“On January 16, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding incorrect staff-to-child ratios and improper combining of ages. An investigation was conducted on January 21, 2025. Based on observations of classrooms, interviews with staff, and a review of attendance records, this complaint is substantiated for incorrect staff-to-child ratios. LS #1 observed two classrooms out of correct staff-to-child ratio while conducting the investigation. All staff members interviewed stated they have been out of ratio since the beginning of January 2025. Attendance records also documented incorrect staff-to-child ratios. Based on a review of attendance records, this complaint is substantiated for improper combining of ages. Toddlers were combined with older children when there were more than 12 children in total present.
