Regulation 5.4: Afterschool Child Care Program Staff that work in the Afterschool Child Care Program are required to have at least one of the following within the first year of employment: * Vermont Afterschool Foundations Certificate or * Vermont Afterschool Essentials Certificate or * Vermont On-the-Job Training Certificate or * Vermont Afterschool Professional Credential or * Vermont Program Director Credential or * Vermont Teacher Licensure or * BA/BS or Associates degree

“It was identified that 15 Program Staff who have been employed for more than one year have not met Program Staff qualifications as required. Corrective Action: Have the identified staff come into compliance with qualifications by completing the Afterschool Essentials or Foundations Certificate. The program will develop a system for new Program Staff to meet qualifications within one year of employment. Email details of this new system and who will be monitoring to ensure staff meet qualifications to this licensor. Status: Appeal Period.”

Regulation 18.77: Within six months of the initial date of employment, Staff working with children and the Site Director and/or Program Administrator shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications and all annual professional development activities as specified in the rules in Section 5 of these regulations shall be submitted to NLCDC to be verified and maintained in BFIS.

“A review of BFIS and confirmation from Northern Lights at CCV show that staff BFIS accounts are not up to date with required documentation. Corrective Action: Submit a plan on how all missing documents will be sent to Northern Lights at CCV to be entered into BFIS Quality and Credential accounts. Send confirmation to this licensor when missing items are submitted. Status: Appeal Period.”

Regulation 5.12: The licensee shall ensure that all new staff prior to working with children in the Afterschool Child Care Program; and any new individual designated as the representative of the licensee shall submit a Records Check Authorization form to the Division and shall submit to fingerprinting at a location designated by the Division after having received the Fingerprinting Authorization Certificate by the Division.

“Staff A was emailed a Fingerprint Authorization Certificate on 6/18/2025. Staff A has not completed the fingerprinting process as required. Corrective Action: Reach out to Childcare Business Technician [name] and send in new record check authorization form if required. Follow through on staff getting fingerprinted and submitting out of state forms if necessary. Status: Appeal Period.”
