Regulation 6.2.4.3: The program director shall ensure that each group of children is led by a staff member who is at least qualified as a teacher associate for at least 75% of the hours of operation.

“It was determined that the program is operating the Infant and Toddler room with 2 staff that are qualified as Assistants. It was determined that this has been occurring since June 2020, when the Director, who had been leading the group, reassigned staffing patterns to provide more support and supervision in other areas of the program. Corrective Action: By 04/02/2021, it is required to develop a plan for compliance for staffing the infant and toddler classroom with a staff qualified at the Teacher Associate level. Send the plan to this licensor for review and approval.”

Regulation 3.4.7.3: Within six (6) months of the initial date of employment; staff and auxiliary staff left alone with children and/or counted in staff/child ratio as specified in the rule 6.2.1.8 of these regulations, and the program director shall maintain an up-to-date BFIS Quality and Credential Account. Documentation, verification of qualifications, and all annual professional development activities as specified in the rules in sections 7.3 and 7.4 of these regulations shall be submitted to Northern Lights at CCV to be verified and maintained in BFIS.

“After review of staff BFIS Quality and Credential accounts, it was determined that four (4) staff employed for more than six (6) months by the program did not have up to date BFIS Quality and Credential accounts and were missing items related to their qualification, or documentation of required trainings such as Orientation, Mandated Reporter, or First Aid and CPR. Staff statements indicate there is not a developed system for monitoring and sending items to Northern Lights at CCV. This is a violation because each staff member employed for 6 months or more must have an up to date BFIS Quality and Credential Account that reflects required qualifications and professional development. Corrective Action: By 04/02/2021, review all staff Quality and Credential Accounts to determine what is missing and needs to be sent. It is also required to develop a system that will work to ensure accounts are kept up to date in the future. A description of activities completed to update the accounts, and the description of the system put in place shall be sent to this licensor for review.”
