This complaint is substantiated for lack of supervision because Staff #2, Staff #4, and Parent #1 stated Child #1 was able to climb over the fence and get out of the playground. With proper supervision, Child #1 should not have had an opportunity to get out of the playground as staff would have intervened before it reached that level rather than returning him to the playground. Staff #2 and Staff #4 both stated staff immediately returned Child #1 to the playground. There is no evidence to substantiate the allegations of improper staff-to-child ratio or staff allowing children to hit each other because interviewed staff denied this, and attendance records showed proper staff-to-child ratio being followed.”
