      OCCL Standards Complaint (Substantiated)

“The Office of Child Care Licensing received a compliant on November 28, 2023, regarding a lack of supervision. An investigation began on November 28, 2023, and ended on December 1, 2023. This complaint is substantiated because the City of Dover Fire Marshal observed Child #1 alone in the kitchen while the stove was on. Staff #1 confirmed this. Additional concerns were noted during a follow-up visit on December 1, 2023, including lack of supervision because a child ran out of the classroom, down the hall, into the lobby to another staff. Also, staff-to-child ratio was not being maintained because a staff was alone with 10 children ages two to five, and toddlers were not being cared for in a separate area. Additionally, an accordion gate was installed but not being used to keep the kitchen inaccessible to the children.”
