    • Supervision and ratios

Regulation 6.2.1.3: The program director shall ensure that the number of staff present meets requirements described in the chart below for ages of children, maximum group size, and staff/child ratios at any time of day.

“During interviews, staff members indicated there were six (6) children ages two(2) to three(3) years old with one (1) staff member. The program director stated that the second staff member assigned to that room had left the building for lunch. The staff schedule reflected that the staff had been absent for 34 minutes. The ratio for this age group is five (5) children to one (1) staff. This is a serious violation. Corrective Action: Group size and child to staff ratios are to be maintained at all times. Review group size requirements with all staff members. Develop a program improvement plan identifying staff responsibilities and actions to be taken to maintain staff to child ratio and/or group size requirements during routine and unexpected staffing patterns. A Parental Notification Letter, which is a copy of the licensing report, must be provided to each parent of every child enrolled within ten (10) days of the report submission. Provide a list of parent's names, child's name and contact information for each enrolled child, as well as the plan to ann.sparrow@vermont.gov by 5/11/2026. Status: Appeal Period.”
