“The Office of Child Care Licensing (OCCL) received a complaint on August 6, 2024, regarding an unqualified staff member alone with children and a lack of positive behavior support from staff. An investigation was conducted on August 7, 2024. This complaint is substantiated for an unqualified staff member alone with children because Staff #1 admitted to being alone with children before obtaining a school-age intern certification on August 5, 2024. Additionally, another staff member stated Staff #1 has been alone with children. There is no evidence to substantiate that Staff #1 had been aggressive and demeaning. Staff members and children interviewed stated staff had been firm, but not aggressive.”

During this investigation, a concern noted was Staff #2 was observed in video footage roughly handling a child.”
