In the room

What the ratio means for your child

A ratio is the most children one adult may care for at the same time. At 1:5, a room of 12 babies, the largest infant group Ohio allows, needs at least 3 caregivers; 2 adults would cover only 10.

When a room mixes ages, Ohio sets the ratio by the youngest child. The ratio is a minimum to check: on your tour, count the adults and children in the room, and ask how the daycare covers breaks and the quiet ends of the day.

When a room mixes ages, Ohio's rules set the ratio by the age of the youngest child.

Home daycares

Rules for home daycares in Ohio

The national database lists no licensing rules for a one-provider family home in Ohio, so ask any home daycare whether it holds an Ohio license and which rules it follows. For group homes with more than one adult, one adult may care for up to 12 children, and no more than 3 of them may be under age 2.

In any home daycare, ask how many babies and toddlers are in the group and who watches the children when the provider steps away.

  • As the national database records them
  • Family child care home (one provider): no licensing rules listed for this setting in Ohio.
  • Group child care home (two or more providers): the rule reads (children to adults): “Each child care staff member shall care for no more than twelve children at any one time. No more than three of those children may be under two years of age.” Largest group: 12 children.

Enforcement

How Ohio checks these rules

  • Centers: Ohio reported routine inspections twice a year or once a year, without notice.
  • In the inspection records: rules on supervision and ratios were 4.1% of the rules Ohio inspectors cited since October 2023, and 32% of the daycares visited had one cited.

What Ohio inspectors cite shows the rule areas cited most often.

Inspection schedules are from a 2017 national survey of state licensing agencies.

On the tour

Ask about ratios on a tour

  • How many adults are in my child's room, and how many children?
  • How do staff keep track of every child during outdoor play, nap and pick-up?
  • Who may pick up my child, and how do you check?
  • Is the ratio the same at the start and end of the day, when fewer staff are in?
