“During the inspection, the preschool special education program did not meet requirements of section 3323.022 of the Revised Code and rule 3301-51-11 of the Administrative Code. Room 161 identified as a Co-Taught classroom type and did not have an intervention specialist assigned to the room. The 4 children with IEPs in the room were not assigned to an intervention specialist's caseload; the IEPs were written by the long-term substitute who holds a substitute license only.”
