      OCCL Standards Complaint (Substantiated)

“The Office of Child Care Licensing (OCCL) received a complaint on December 7, 2022, regarding improper staff-to-child ratio and respectful communication. The complaint is substantiated for improper staff-to-child ratio because according to attendance records, the center was over ratio on November 28, 2022, November 29, 2022, November 30, 2022, and December 2, 2022. There is no evidence to substantiate the allegation of disrespectful communication because two staff members stated they have heard from others the phrase "put on their big girl panties" was used, but they did not hear it themselves. Additional concerns noted were staff and child attendance did not accurately reflect the location of staff and children at all times. Additionally, reviewed attendance documentation reflects there were seven or more children present with only one staff in the morning or afternoon.”
