      “The Red Bud 2 classroom did not have the proper number of qualified caregivers directly caring for the number of children in the classroom. They had zero qualified caregivers with eight 13-16 month old children and the required ratio during nap time for that age group is one. Additionally, during the walkthrough, the Red Bud 3 classroom was observed with one qualified staff member supervising nine children aged approximately 18–24 months during nap time, and all children were awake.”
