“OCCL received a complaint on December 2, 2021, regarding improper discipline. An investigation was completed on December 8, 2021. The complaint is substantiated because one staff member stated she has observed [name] squeeze the children s cheeks together when disciplining them, on multiple occasions. Also, one child stated Staff #3 spanks children if they do not nap and multiple children stated children are put into time-out for not taking naps. An additional concern is that children who do not seem to need or want more rest were not provided a quiet activity to do after 30 minutes.”
