      OCCL Standards Complaint (Substantiated)

“On July 18, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding allegations of lack of supervision. An unannounced visit was conducted on July 24, 2025. This complaint is substantiated for lack of supervision due to the staff member being unable to give timely attention to the children s actions and calling for assistance rather than removing the children from the potentially hazardous situation. An additional concern noted during this investigation was the conflicting statements from Administrator #1 regarding how the children returned to the playground. When asked, Administrator #1 stated Child #1 and Child #2 saw Adult #1 s dog after escaping from the playground and got scared, which is why they returned. However, in the camera footage provided, Adult #1 is seen redirecting Child #1 and Child #2 to the enclosure. Additionally, Staff #1 was seen grabbing Child #1 s arm roughly and lifting them up after they returned to the playground after the first escape.”
