“Licensing Specialist observed a total of 13 children in the Facility without sheets on their cots while they were sleeping. Facility stated children were using their jackets as sheets. LS observed one or two children using their jackets as pillows, but the rest of the children were on the bare cots with their blankets on top of them.”
